Future maritime conflict will be conducted in the grey zone. It’s a reality that New Zealand cannot ignore, and it has implications for the next generation of naval capability, writes maritime capability specialist and former Royal New Zealand Navy Officer Andrew Watts.

I once tried to explain to a very intelligent person what the Navy was for. I described how it protected our Exclusive Economic Zone (EEZ) and Extended Continental Shelf (ECS), and that 90% of our trade by value and 99% by volume travelled in ships and thus needed to be protected, as did the 90% of our information traffic with the wider world that passes along undersea cables.

A New Zealand Air Force aircraft is being deployed to help "detect and deter actions" by North Korea that contravene United Nations sanctions.

The deployment of the P-3 Orion, which will operate out of Japan, was announced by Foreign Affairs Minister Nanaia Mahuta and Defence Minister Peeni Henare on Thursday.

The recent announcement of a trilateral security partnership between Australia, the United Kingdom, and the United States of America has highlighted New Zealand’s long-standing, wicked national security problem.  It is tied, in security terms, to protection from larger nations without the ability to influence them or even be invited to participate at all levels.  Economically, New Zealand is deeply engaged with China as its major trading partner.  This article traverses New Zealand’s three alignment eras, its lack of self-reliance and political inconsistency regarding national security.  Alternate strategic posture options and means of national security governance are suggested as possible pathways to resolving the country’s strategic identity conundrum.

After Kiwibuild became political Kryptonite for Labour on his watch, Twyford got demoted. Among a few relatively undemanding odds and ends, he was given the job of helping to limit the spread of nuclear weapons. Blissfully, it won’t be held against him this time, if he fails to achieve global nuclear disarmament.

LoD: You’re professional experience spans several sectors and job roles. What are the key strands that connect these and that have led you to your current role as NZDIA CEO?

IH: I was trained as an aircraft engineer with Marshall Aerospace and Defence Group in England a long time ago. I loved aircraft and aviation, and working with the military came at an early age when I started my apprenticeship at the age of 16. I was on a team that carried out modifications for the fleet that went down to Stanley for the Falklands War, and in the process garnered a very good view into how the military works and how things change during a conflict situation. It was a very interesting time.
