There's doubt there will be many major announcements in the Budget on Thursday due to the Government's level of debt.

The latest update from Treasury shows it has more than $105 billion of debt - up almost 20 percent on February last year.

The project is in its early stages, but planning documents indicate the ice-strengthened ship would cost between $300m and $600m.

A group of Democratic U.S. lawmakers on Tuesday urged Facebook Inc to drop plans for a version of photo-sharing app Instagram for children younger than 13, saying the social media company had failed to "make meaningful commitments to protecting kids online."

Senators Ed Markey and Richard Blumenthal and Representatives Kathy Castor and Lori Trahan said Facebook had not addressed their concerns.
